Not many people are talking about this, OpenAI changed their policy so they can strike a contract with the US government. Back on January 10, OpenAI deleted the ban of military and warfare use of ChatGPT in their updated policy, which enables then to make the deal with the Pentagon.

Accordingly to multiple sources, OpenAI is collaborating with the US Department of Defense (DoD) on cybersecurity projects for open-source software that secures critical infrastructure and industry.
OpenAI is also exploring whether its technology can assist with preventing veteran suicide.

There's no definitive reason for the policy change but here's some possibilities:
1) To attract more customers and revenue by offering its services to military and defense agencies.
2) To simplify its terms and data ownership to make it clear that users own the input and output of the models.
3) To align with its vision of creating and ensuring the safe and beneficial use of artificial general intelligence (AGI) for humanity.
