You are not looking for a junior. You are looking for a mid-level or senior designer whom you can pay a junior's salary. Stop it. It’s hurting the craft and, ultimately, your company as well—especially when the person you hired leaves for a better-paying job a few months after accepting your offer because they just needed any job. Either commit to hiring a junior and provide the support and growth opportunities they need, or decide to hire only more experienced designers—and pay them what they’re worth. PS.
